DOWDS, Barbara Anne (née Biggart)

1945 - 2026

Barbara Anne Dowds passed away peacefully on April 4, 2026, leaving behind a life defined not by what she could not do, but by everything she gave.

Born in 1945 to Basil Godfrey Biggart and Doris Isobel Redwood, Barb survived polio at age four - spending a year in hospital, including her fifth birthday - and emerged without the use of one leg but a determination that never left her. She was the beloved wife of the late Garry Gillon Dowds (1936-2006), and is survived by her daughter Kimberley (Nick), granddaughter Madeline, step-grandson Luka, step-grandchild Sam, sister-in-law Lorrie, niece Katherine (Gareth), and nephew Andrew (Barb). Predeceased by her beloved brother Raymond, Aunt Beatrice and Aunt Shirley.

Volunteering was Barb's true occupation. Earning her Gold Cord in Girl Guides - going on to become a leader and Area Coordinator - she showed from a young age that community was her calling. She rose to Office Manager at Imperial Life Insurance, overseeing a full room of staff - no small achievement for any woman in that era, let alone one who had navigated a world not built for her. She chose to step away from her career to raise her daughter.

She was never idle. She was a GENI sales representative, a licensed insurance agent, and for years the beloved "Craft Lady" at Cedarbrook Lodge in Scarborough, where she had a gift for matching each resident with just the right creative project.

In the 1970s she received a Volunteer of the Year Award from the Town of Scarborough for her leadership with the Girl Guides, and later chaired GIPS - a parent committee she helped found that successfully advocated for school improvement at her daughter's Guildwood school.

From the 1980s through to their move to Hamilton Township in the late 1990s, Barb's great passion was the Toronto/Peel Post Polio Group. She helped give voice and community to survivors navigating a condition that medicine had only just begun to name. In 2006, Ontario March of Dimes honoured her dedication with the Jeannette Shannon Post-Polio Program Volunteer Award - named for her dear friend - recognizing more than two decades of leadership in service to Ontario's polio survivors.

When the Ontarians with Disabilities Act became law in 2002, she threw herself into that cause as well, serving as chair of the Hamilton Township Accessibility Committee until 2009 - helping bring real, structural change to her community. She brought that same drive to Ajax when she moved there in 2009, joining the Town of Ajax Accessibility Advisory Committee and remaining a committed member until 2021. In 2022, she received the Region of Durham Accessibility Award.

Her story became quietly woven into Canadian history - her leg brace was used in the design of Canada Post's 2005 Polio Vaccination Stamp, a lasting reminder of what polio survivors like Barb lived through.

In between, she served as Area Representative for the Florida Manufactured Home Owners Association and sat on the Board of Directors of her Clearwater retirement community - because Barb didn't know how not to be involved.

Barb wanted to be remembered for her contributions to her community, not her disabilities. She leaves the world more accessible, more inclusive, and more compassionate than she found it.

Private interment will be held at St. John's, Ida, Ontario. In lieu of flowers, Barb asked that donations be made to a local, volunteer-led charity making a direct impact in your community - a food bank, a community advocacy group, or any organization where the work speaks louder than the overhead.
